Sudoku Locked Candidates 2 - Claiming

This is the second type of the locked candidates technique - Locked Candidates 2 (Claiming)

Locked candidate 2 works opposite ways to the first method: If in a column or row all candidates of a certain number are confined to one block, that candidate is to be taken out from all other cells that can contain in that specific block.
